I'm curious bout this quest too, i forgot who i got it from with my first char (R/Me) but now with my second char (Mo/E), i cant find it anymore....does this quest require a certian class?

No. It can be found in Piken Square at Duke Baradin.

you first need to do siege of piken sqaure though
